That is a build requirement rather than a policy one. A cookie banner that only records a click is not enough: the site has to read the signal the browser sends and treat it as an opt-out before the visitor touches anything.

  • A route for a resident to make a rights request, staffed by someone who will actually answer it
  • A privacy notice that describes what the site collects in terms a reader recognises, rather than a template naming trackers you do not run
  • Analytics and ad tags that hold until the signal has been read, so the measurement you report is the measurement you are allowed to have
