And if you run ads on Google or Meta, their policies are a contract you have already signed, which is a faster route to a problem than any statute.

The useful consequence is that a New Mexico site is not carrying compliance weight it does not need. A consent banner that no statute requires and no ad platform asks for costs you measurement and conversion for nothing. We would rather build the thing you actually need and say plainly which of these applies to you.
